BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on September 19, 2017. This is in accordance with the adjournment of the September 5, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on September 15, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:31 a.m. Present on roll call were:  Chairman John-Robert Faden; Vice Chairman Robert J Gifford, and Lori Hostetler, Clerk. Also present at various times: Sharon Sandberg, Assessor and Member Robert Post.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve. Second by Faden.  Roll call vote:  Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for September 5, 2017 and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:43 a.m.  Second by Faden.  Roll call vote: Gifford, yes; Faden, yes; Post, yes. The next meeting will be held in regular session on October 3, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #2 – Discussion and possible approval of contract with Pritchard and Abbott for oil and gas appraisals - After review, Gifford made a motion to approve the contract for 2018 and 2019 and to authorize the chairman to sign. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #1 – Discussion and possible action on renewal of contract with C-Weed Management – Cris Burks, Weed Superintendent requested a 3% increase in compensation for the 2018-2019 C-Weed Management contract. The renewal will be on next meeting’s agenda. 

 REPORTS

WEED SUPERINTENDENT
Cris Burks, Weed Superintendent reported that there is a new weed in the county – Absinth Wormwood. She said it resembles Sage, but is bigger.

Item #3 – Consider and adopt resolution for the repayment of funds transferred from the Inheritance Tax Fund for the purchase of motor graders – Gifford read the resolution into record. Post made a motion to adopt the resolution for the repayment of funds transferred from the Inheritance Tax Fund for the purchase of motor graders. Second by Faden. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

Item #4 – Discussion of the payment of health insurance premiums by an employee who was not on insurance plan at time of application – There was discussion that only eligible employees can be on the insurance plan, and the Salary Resolution outlines the benefits available for each elected official position.

Item #5 – Discussion of materials cost – There was discussion of changing some of the amounts paid for materials after the first of the year.

REPORTS (continued)

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that the state will reimburse for expenses incurred for training and testing for Highway Superintendent’s license. He said he and Tim will be attending a Murphy Tractor Factory Tour in Iowa. There was discussion on complaints received regarding weeds near roads. He said the Air Force is having a meeting in Kimball on September 25th, and he plans to attend.

TREASURER
Monty Stoddard, Treasurer reported that he has mailed out some personal property notices. He said he is waiting to hear back from the county attorney on what to do about unpaid taxes on severed minerals and is going to attend a Taxation Task Force meeting with the Nebraska Cattleman’s Association.

CLERK
Lori Hostetler, Clerk presented the clerk and the clerk of the district court fee reports. She said she had attended the Register of Deeds workshop in Kearney and reported that Pete has submitted the budget to the state.

Gifford made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:32 a.m.  Second by Post.  Roll call vote: Faden, yes; Post, yes; Gifford, yes.
