BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on May 2, 2017. This is in accordance with the adjournment of the April 18, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on April 27, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:42 a.m. Present on roll call were: Chairman John- Robert Faden; Vice Chairman Robert J Gifford; Member Robert Post; Sharon Sandberg, Assessor; Tom Neal, Highway Superintendent; Toney Krajewski, Assistant Highway Superintendent; Art Olsen, and Lori Hostetler, Clerk.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve as presented. Second by Faden.  Roll call vote:  Gifford, yes; Post, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for April 18, 2017 and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Sharon Sandberg, Assessor reported that the Tax Equalization and Review Commission found that the levels of value for real property in the county meet the requirements of the law.

Post made a motion to adjourn the Banner County Board of Equalization meeting at 8:47 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Faden; Post, yes. The next meeting will be held in regular session on May 16, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
  
Item #1 – Discussion and possible action on request for the use of the horseshoe pits – Sharon Sandberg with the Historical Society – Sharon Sandberg asked permission for the Historical Society to use the horseshoe pits during Historical Days. Faden made a motion to allow the Historical Society to use the horseshoe pits and to spray the weeds in the vicinity of the pits. Second by Post. Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #2 – Discussion on NACO Pool Health Insurance plan rate – Available options and rates were discussed.

Item #3 – Discussion and possible action on lease with CenturyLink – Tabled.

Mike Klosterman discussed that milkweed is critical to Monarch Butterflies and asked that, if possible, the county would only mow the areas with milkweed twice a year in order to allow the Monarchs to thrive. He said that this worked well last year.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that he took the 276 Tractor to Alliance Tractor to get the motor replaced. He said that Pat Parsons is going to start hauling gravel for the county so they can get graveling done more quickly. The commissioners said that they would like to have a meeting with the road crew on May 16th to reinforce how they want the roads maintained.

TREASURER
Monty Stoddard, Treasurer reported that tax collections went well and presented the pledged collateral report. He also asked the commissioners what they want to do about the unpaid taxes on severed minerals. The commissioners do not want to take any action at this time.
