BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on November 7, 2017. This is in accordance with the adjournment of the October 17, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on November 3, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:33 a.m. Present on roll call were:   Vice Chairman Robert J Gifford; Member Robert Post; Jim Zimmerman, Attorney; Sharon Sandberg, Assessor, and Lori Hostetler, Clerk. Also present at various times: Tom Neal, Highway Superintendent.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Post moved to approve. Second by Gifford.  Roll call vote:  Gifford, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for October 17, 2017 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD

Sharon Sandberg, Assessor presented the levies for 2017-2018

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:44 a.m.  Second by Post.  Roll call vote: Gifford, yes; Post, yes. The next meeting will be held in regular session on November 21, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 – Mark Masterton – Discussion of NIRMA recommitment – Tabled.

Item #2 – Discussion and possible adoption of NIRMA Recommitment Resolution – After discussion, Gifford made a motion to adopt the Resolution for Amendment and Addendum to NIRMA/NIRMA II Intergovernmental/ Interlocal Agreements and to authorize the vice chairman to sign. Second by Post. Roll call vote: Post, yes; Gifford, yes.

Item #3 – Wittni Boettcher – Discussion of grants for community center – Tabled.

Item #4 – Discussion and possible action on lease with CenturyLink – After discussion, Post made a motion to accept the lease with CenturyLink and to authorize the vice chairman to sign. Second by Gifford. Roll call vote: Gifford, yes; Post, yes.

Item #5 – Discussion of rewrite of Banner County Local Emergency Operation Plan (LEOP) – There was discussion that changes need to be noted to Tim Newman so he can finish the final draft.

Item #6 – Declare Ford 276 Tractor as surplus property – Gifford made a motion to declare the Ford 276 Tractor as surplus property. Second by Post. Roll call vote: Post, yes; Gifford, yes.
Gifford made a motion to direct the highway superintendent to advertise the Ford 276 tractor for sale. Second by Post. Roll call vote: Post, yes; Gifford, yes.
Gifford made a motion to amend the previous motion directing to sell to include “according to State Statute 23-3111”. Second by Post. Roll call vote: Post, yes; Gifford, yes.

 REPORTS

ATTORNEY
Jim Zimmerman, Attorney reported that there will be a jury trial in December.

SHERIFF
Stan McKnight, Sheriff presented the quarterly fee report. He also discussed the option of running electricity to the impound lot.

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent discussed damage to one of the new graders and also the difference in fuel usage between the graders.

TREASURER
Monty Stoddard, Treasurer reported that he is waiting to put levies in the system. He said that all personal property taxes and IOLL taxes have been paid.

CLERK
Lori Hostetler, Clerk reported that the auditor is here. She said that there is going to be two jury trials in County Court on November 28th and December 12th. She also discussed rooms that have been reserved for the NACO Conference in December.

Post made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:45 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Post, yes.
