BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on April 4, 2017. This is in accordance with the adjournment of the March 21, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on March 31, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The vice chairman called the meeting to order at the hour of 8:44 a.m. Present on roll call were:  Vice Chairman Robert J Gifford; Member Robert Post; Jim Zimmerman, Attorney, and Lori Hostetler, Clerk. Also present at various times: Monty Stoddard, Treasurer.

The vice chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Post moved to approve as presented. Second by Gifford.  Roll call vote:  Gifford, yes; Post, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for March 21, 2017 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m.  Second by Post.  Roll call vote: Gifford, yes; Post, yes. The next meeting will be held in regular session on April 18, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD
  
Item #1 – Request for and possible action on approval of Special Designated Liquor License by Panhandle Cooperative for BeeHaven Farm Roadside Market – Post made a motion to approve the application for the Special Designated Liquor License by Panhandle Cooperative for BeeHaven Roadside Market. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Item #2 – Opening of sealed motor grader bids and possible action – No bids were received.

Item #4 – Signing of Certification of Receipt for signing materials for Project # HRRR-STWD (90) – Post made a motion to sign the certification and to authorize the vice chairman to sign. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Item # 5 – Discussion on reimbursement to Inheritance Tax Fund for funds used to purchase motor graders – After discussion, it was decided that a resolution will be drawn that specifies that a minimum payment of $11,250.00 will be made tri-annually for 4 years.

Item #6 – Discussion on budget preparation for 2017-2018 budget – There was discussion that the county would stay with the same preparer as last year.

Item # 7 – Discussion and possible action on continuing with Gay Olsen as groundskeeper – Post made a motion to retain Gay Olsen as groundskeeper at the same salary as last year. Second by Gifford. Roll call vote: Post, yes; Gifford, yes.

Item #8 – Discussion on how to handle the billing for electrical work done by the county for the emergency siren – There was discussion on the different ways to handle it and of the possibility that the school and rural fire department would pay for part of the cost of the siren.

Item #9 – Discussion and possible action on museum use of the county lawnmower – Sharon Sandberg – A letter from was received from Sharon Sandberg indicating the wishes of the museum board. Gifford made a motion to continue with the same agreement as last year for the museum use of the county lawnmower. Second by Post. Roll call vote: Post, yes; Gifford, yes.

Item #10 – Discussion and possible action on lease with CenturyLink – Tabled.

Item #3 – Washington update – Philip Black with Congressman Smith’s office – Philip Black gave an update on the different items and issues that Congressman Smith has been working on.

REPORTS

HIGHWAY SUPERINTENDENT
Tom Neal, Highway Superintendent reported that he will be attending a bridge conference in Kearney next week. He said that the equipment operators had attended a dozer-loader training and are registered for a CDL inspection training. There was discussion on hiring someone to mow the right of ways again this summer and that there will be more focus on getting roads graveled.

TREASURER
Monty Stoddard, Treasurer reported that tax collections are starting, and he will be attending an employment seminar in Gering next week.

SHERIFF
Lori Hostetler, Clerk presented the sheriff’s quarterly fee report.

CLERK
Lori Hostetler, Clerk reported that she will be attending an employment seminar in Gering next week.
