BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on October 3, 2017. This is in accordance with the adjournment of the September 19, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, the clerk’s office, and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on September 29, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The chairman called the meeting to order at the hour of 8:38 a.m. Present on roll call were:  Chairman John-Robert Faden; Vice Chairman Robert J Gifford; Jim Zimmerman, Attorney; Toney Krajewski, Assistant Highway Superintendent; Carl Gilbert, Surveyor and Lori Hostetler, Clerk.

The chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table by the door.

The agenda was examined, and Gifford moved to approve. Second by Faden.  Roll call vote:  Gifford, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Gifford moved to approve the minutes for September 19, 2017 and that the actions therein be ratified. Second by Faden. Roll call vote: Gifford, yes;  Faden, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None

Gifford made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m.  Second by Faden.  Roll call vote: Gifford, yes; Faden, yes. The next meeting will be held in special session on October 10, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

ITEMS OF BUSINESS BEFORE THE BOARD

Item #2 – Discussion and possible action on installing a security fence for a county storage area – There was discussion on if there is a need for a security fence. After reviewing several bids, there was also discussion on the cost. The item was tabled.

Item #1 – Laura Whelchel – Discussion of liquor license for Double L Cafe – Laura Whelchel with the Double L Café reported that she is going apply for a liquor license for the café. She said that there is a possibility of selling retail as well as serving beverages with a meal at the café.

Item #3 – Discussion and possible action on lease with CenturyLink – After discussion, the item was tabled until the next meeting when representatives from CenturyLink will be present.

 REPORTS

SURVEYOR
Carl Gilbert, Surveyor reported that he has done a couple survey jobs in the county. He said that he hopes to finish up the survey of the north end of the county from the Wyoming line east to the Stegal Road soon.

ATTORNEY
Jim Zimmerman, Attorney reported that he will be attending a County Attorney training next week. He said there is a possibility of a jury trial for a DUI coming up, and more people have been using the S.T.O.P. program.

TREASURER
Monty Stoddard, Treasurer presented the pledged collateral report, as well as a list of all the parcels that were not sold since the last tax sale. He said he would like to have them struck from the tax roll since they are all for severed minerals and is looking into the correct process to do this.

CLERK
Lori Hostetler, Clerk reported that copies of the 2017-2018 budget have been received. She said she will be attending the NIRMA Conference this week and said that the Panhandle District Officials meeting was very good. The new Deputy of Elections was in attendance, and she was very optimistic that he will do a good job.

COMMITTEE
Bob Gifford reported that there was discussion of the possibility of a Panhandle Juvenile facility at the Panhandle District meeting.

Faden made a motion to adjourn the meeting of the Banner County Board of Commissioners at 10:16 a.m.  Second by Gifford.  Roll call vote: Faden, yes; Gifford, yes.
