BANNER COUNTY
BOARD OF EQUALIZATION PROCEEDINGS

The Banner County Board of Equalization met in regular session in the Commissioners’ room of the Banner County Courthouse on February 7, 2017. This is in accordance with the adjournment of the January 17th, 2017 meeting and notice published in the Scottsbluff Star Herald and posting notices in Harrisburg, NE at the Post Office, the Banner County School, and at the clerk’s office and on the front window of the Banner County Courthouse.  Proof of publication is on file in the office of the County Clerk and is made a part of the proceedings by reference.

The agenda for the meeting was kept current and was available during the regular business hours at the office of the County Clerk.  A copy was emailed to each board member on February 3, 2017.  The agenda was not amended less than 24 hours prior to the meeting.

The Chairman called the meeting to order at the hour of 8:32 a.m. Present on roll call were: Chairman John-Robert Faden; Vice Chairman Robert J. Gifford; Member Robert Post; Jim Zimmerman, Attorney, and Lori Hostetler, Clerk. Also present at various times: Lyle Huffman; Toney Krajewski, Assistant Highway Superintendent; Tom Neal, Highway Superintendent, and Monty Stoddard, Treasurer.

The Chairman stated that the open meetings law is posted on the meeting room wall and that paper copies are available on the table in the corner of the room.

The agenda was examined, and Gifford moved to approve as presented. Second by Post.  Roll call vote:  Gifford, yes; Post, yes; Faden, yes.

The minutes of the previous meeting had been supplied to each board member. Post moved to approve the minutes for January 17, 2017 and that the actions therein be ratified. Second by Gifford. Roll call vote: Gifford, yes; Faden, yes; Post, yes.

ITEMS OF BUSINESS BEFORE THE BOARD - None
 

Post made a motion to adjourn the Banner County Board of Equalization meeting at 8:45 a.m.  Second by Gifford.  Roll call vote: Gifford, yes; Faden, yes; Post, yes. The next meeting will be held in regular session on February 21, 2017 or at the call of the clerk.  A full agenda of the matters to be considered at such date and time is kept continually current and is available for public inspection during normal business hours at the office of the Banner County Clerk in the Courthouse in Harrisburg.

Item #1 – Approval of applications for snow removal and/or surface grading– Applications were approved.

Item #2 – Consider and adopt resolution transferring funds from Inheritance Tax to Road Equipment Sinking Fund - Gifford made a motion to adopt the resolution transferring funds from Inheritance Tax to Road Equipment Sinking Fund. Second by Post. Roll call vote: Gifford, yes; Post, yes; Faden, yes.

Item #3 – Presentation on insurance renewal – Doug Leafgreen – Doug Leafgreen presented the options for insurance renewal.

Item #4 – Discussion and action on county health insurance policy renewal or change – After discussion, Gifford made a motion to accept Plan C – BCBS NE – Bluepride Option 302 H.S.A. and to increase the county contribution to the employees’ HSAs and HRAs from $3000.00 per year to $4,000.00 per year. Second by Faden. Roll call vote: Gifford, yes; Faden, yes: Post, yes.

Item #5 – Discussion on the recently purchased motor graders – Bryan with Murphy Tractor – Tabled.

Item #6 – Discussion of surplus motor graders – After discussion, Gifford made a motion to declare the Caterpillar 140G - 1983 motor grader as surplus property. Second by Post.  Roll call vote: Post, yes; Faden, yes; Gifford, yes.

Item #7 –Discussion of Memorandum of Understanding with Warren Air Force Base – The memorandum was reviewed.

Item #8 – Discussion of position on LB544 – There was discussion. No opinion will be issued.

Item #9 – Discussion and possible action on lease with CenturyLink – Tabled.


REPORTS

HIGHWAY SUPERINTENDENT REPORT
Tom Neal, Highway Superintendent reported that they are blading roads, and he is interviewing for the equipment operator position.

COUNTY TREASURER REPORT
Monty Stoddard, Treasurer reported that he had attended the legislative meeting in Lincoln.

COUNTY CLERK REPORT
Lori Hostetler, County Clerk reported that she had mailed out bills to the subdivisions to recover some of the cost of the General Election. She said she hoped to finish what is needed to get the county credit cards for the sheriff and road departments.
